Yes they are banned (Check /seen)
I don't want to contact them, I have no idea how the hell they got that lock on a chest I had locked myself.
They are not part of this town, nor have they ever been.

Cause its in my Storage room and its my stuff in the chest.
I have no idea how they got it.
