He came in, took advantage of little experience as a mayor, griefed the entire town, seriously impacted multiple players in a negative way, and was denying the entire process. There are screenshots of his agreement to not place or break any blocks out of his determine plot. He was working ste2302, hence the similarity between the two posts. They were griefing together, so you can't distinguish between the difference of griefing.​
