All the staff members have at least 3 $$$s, so is it true that they have a better chance of staff? What happens if someone can't afford to donate to a minecraft server but they are amazing staff...?
?
Is it fair that donators have a better chance of staff?

Absolutely not! I remember from my resident days there was a non-donating moderator (pardon me I forgot the IGN) so obviously it is not a requirement.
However, donating does make it seem as though you support the server so donating does not hurt.
Bottom line, it is in no-way required, but it doing it won't be a waste of money! -
No, clou44 got mod without donator, so did unstoppable and many others! And if you can't donate then buy a feature from someone for ECD, just make sure they are trusted.

if literally doesnt matter at all. no consideration is put in. it just happens that we like older (in game time) members, and they have a very have chance of having donated. dont worry, no one cares xD

Even Unknownrider, who is currently a Game Admin had no donations when he became moderator. Even now, he still does not have many donations.

Honestly , it's what your self qualities can bring , Not what you can buy from donations
I could be a VIP ecoleader , With no qualites
Or I could be a anon donator mayor . With amazing qualities
What I'm trying to say is
It's what you can bring to the server what you can offer us , Not what you can buy in donations :) -

They get staff because they're dedicated to the server, which is the same reason they donate. They aren't connected, just a common combination.
