Inactive or unloaded chunk

Brief Description:
The chunk exactly 6 away diagonally from my AFK chunk does not appear to be active/loaded. The chunks around it are active including the chunk exactly 7 away diagonally from my AFK point. Not savvy enough to know if this is a MC, client or server issue.

Instructions:
1. Planted sugar cane in the chunk exactly 6 diagonally away from my AFK point (center of my island) and chunks around it
2. AFK'd for a bit
3. Saw no sugar cane grew in that chunk.

How many times did you recreate this?:
Tested this in 2 different corners of my island with sugar cane and trees in the last 12 hours

Result:
No tree or sugar cane grew in this chunk. Sugar can did grow in surrounding chunks including the one 7 away from my AFK point diagonally

Expected Result:
Expected sugar cane/trees to grow
