I think you may be overrating the value of having star tools. Many players have shown where they earn mid-teens per hour (equal to star tool earnings) with a simple max axe and a decent cbean farm. Just because a player does not own star tools does not mean they are "poor". In my opinion, the economy is equally fair for every person playing (except those that cheat, scam, or steal). Those that spend their time on the server earning money will no doubt have more worth than those that just sit around chatting, trolling, or playing the lotto.
