Im currently co-mayor in a town (Pubmanor) and i am redoing it (making it completly flat). But there are a bunch of locks getting in the way. Where do i get these removed?

Visit the Requests/Reports -> Staff Requests forum and file an LWC removal application.

1. You are not a co-mayor, I'm the one and only owner of the town.
2. I give you permission to remove all locks deemed necessary, however any locks owned by the following players should not be removed: chibleader, mrpublic, and me of course. Thanks for your cooperation! :)
