What's a afk rail?
-
Is this for a farm? If so, you would want a design that will load each chunk. Or is this just a 400x200 rail system around the perimeter of two towns? Above or below ground? Did you want it to have any aesthetics? Any other specifications you should mention?

This is for a farm. 200x400 needs to go through chunks to keep the farm grown.

Um, I believe that its much cheaper to make an AFK pool around a large area, if you put ice as the flooring. I don't think its worth it to make a AFK rail, and a AFK pool is continuous as well and pretty much free

Wouldnt rail cause lag too? And does it matter if your moving really, I mean a pool isnt enough to load multiple chunks either way...unless its a huge pool...I kinda want a rail now though to keep loading chunks...

Flowing water is a heck of a lot more lag than an afk rail (have both in different towns). And yeah, it would need to be a huge "pool" requiring 3-4 block placements per square, as opposed to a rail with 1 block placing per square.
An ideal rail will also take into account time that each chunk is loaded for even-ish growth. Obviously, if ur going for the all-day afk life, that doesn't matter as much as making sure u have decent afk time coverage / chunk.
