Clause V.ii: Rights of the New Owner
The new owner of a town cannot apply for additional extras to the town, including, but not limited to, portals and their expansions, PvP areas, heal signs and flag changes, under any circumstances. However, the original owner is still allowed to do so. Once a town is sold, the original owner may no longer interfere in the governance of said town, and rules regarding the co-ownership of towns no longer apply.
I've carefully read the rules concerning purchases of towns from original owners. This led me to decide not to risk purchasing a pre-owned town. However, the other day, I was visiting with a person who returned to ECC after an extended time.
He told me he had sold his town before he left and that as part of the sales agreement he had removed himself as owner. This, supposedly made the purchaser the new "original owner". Is this possible? Would it be possible for me to purchase a town from someone and as part of the contract have them remove themself from ownership? Would this make the new owner now able to function as a full mayor with all the rights pertaining thereto?
I would consider purchasing additional towns if this were the case and I would be allowed to add extras to the town, but my reading of the rules and the "under any circumstances" clause seems to indicate that nothing can be done to gain full rights.
I expect the answer to be no, but would you consider allowing the new purchaser of a town to pay a fee to the server to gain full mayorial rights now or in the future? A substantial fee, perhaps somewhere in the area of $100,000 per town might be profitable for ECC.

No. The person who put in that app for the town will always be the original owner. You would still have to put in the apps for town portals etc.
