Brief Description: When I type /help, it does not work.

Instructions: 1) type /help it will say you do not have permission.

How many times did you recreate this bug?: every time.

Result: Message: 'I'm sorry, but you do not have permission to perform this command, please contact the server administrators if you believe this is in error.'

Expected Result: Shows a list of /help such as /help donate, /help resident, /help commands etc.
