Upon investigation of the grief, it appears the user 21Broeske destroyed:

This comes to a total of 153 blocks created/destroyed. I will be banning 21Broeske for Major Block Grief in the Town of Rosered.

It was also found that the user Nuclear_Mustache destroyed: (After talking to LTP in-game, it was determined he didn't have permission to place/destroy blocks in most of these areas)
