Brief Description: Crops have been stolen in my town multiple times and residents complaint. I'm fed up and wanted to report it this time.

Brief Description: Multiple times have users built there way up the town wall. Also wanted to report it this time. I've had enough of this :D
Some user places cobblestone to build his way up the town wall instead of using the stairs or our town warp. Someone also built an underground room at this place.

Which users own the griefed area, or are allowed to edit blocks in the area? I own this area as it is town property and not on any resident's plot.
