Cocoa beans were not replanted on each jungle wood log.

Any town member may farm there, but they are told by me to replant and also asked to agree to the town rules upon being added to the town. I know who did this and I have a screenshot of them agreeing to town rules, just ask me in pm if you'd like to see it.
