    A user who received a free plot in my town (suspected user ck2santos24) and then proceeded to basically destroy the entire town.
    Which users own the griefed area, or are allowed to edit blocks in the area

    @xxxxxXTURTXxxxxx, I'm very sorry. This does look dreadful.

    Unfortunately, all the logs are cleared and we cannot confirm the source of the grief. At least three staff were consulted, no luck.

    Our apologies.

    [EDIT: this frustrates me, so I submitted this for a rollback anyway. I have a feeling that it isn't possible, but I'd at least like to be sure, given what happened to your town]
