    Brief Description:
    There appears to be several banners missing from my city streetlights. Each street light should have 4 banners surrounding it.
    Last night the two street lights pictured both had 4 banners each.
    Today as you can see, one has no banners and the other has only 2 banners!

    Which users own the griefed area, or are allowed to edit blocks in the area:

    I have checked all 3 and cannot get a reading. I'm not sure if it's the way they are hanging up there or what, but I cannot identify who took them down, so there is nothing I can do.
