Thats right! I have sorted all the backend management and documentation for organising a town based on rent.
Myself and Haydensch would like to welcome you to Gooseberry, a town based off architectural excellence. This town holds one of the best designed atmosphere's in ECC. We aim to provide you with quality housing in a natural and pelasing setting, whilst holding the benifits of functionality for those who are working hard at the economy's end.
Gooseberry's "payment" system is based on a unique rental structure. We understand that it can be hard at times to consistantly make funds to pay for rental housing. We have introduced a new method though weekly nStar payments! This means all you have to do to pay the bill is use /vote! As well as the benifit of not having to work in farms to pay the bills, this also encourages people to support ECC through the voting system. We have calculated appropriate costs of nStars that are fair easily achievable over a period of a week only using /vote and suited to each house!
We hope our town and it's easy payment method allows you to live in luxury with ease!

Question, does the housing need a down payment plus the rent, or is it just rent?

So as Hayden stated, you only pay the rent, no hidden fees.
Payments are made per week, so if you want to have a home, your first payment in nStars will be due that same day next week. The payments being in nStars means you don't need to do any work like farming to pay for rent, which means you can own the home and be able to work on your personal ECD goals. All payments per week are all easily achievable using /vote alone. This system means even the poorest player can own one of the best houses in the town just by voting without worrying about silly ECD bills which they rather save for ranks and their own stuff.
