Srsly not that hard, even I know about starbolt. Just go look at the first 10 topic's in global and complaints/appeals sections and you'll get a few that were locked by starbolt. One that said "I'm locking this now blah blah."
Actually it was like 65k, 0r maybe 55k. And like 45k if you had 3 residents vouch for you that were in your town.
