Brief Description: /fill clear does not work for users without the water/pyro feature

Instructions: According to this suggestion all users should be able to use the /fill clear command, on my alt 7SNKY they were not able to use the /fill clear command to empty a bucket of water or a bucket of lava. This account is classified as a "supporter" but does not have the water or pyro feature.
