Oy. Its going to be hard for someone to provide evidence. Within 15 minutes they will have to make a verbal contract & take screenshots with timestamps and proof of payment. The other player would then have to provide screenshots proving that they put the money in lottery. Too many loopholes and room for error. What if the person loses internet connection? What if he has to log off? What if he fail snipes? What if he doesn't take a screenshot in time to prove he bought the lottery tickets? How do we distribute the money evenly with different numbers of tickets? And the list goes on and on. People will find loopholes. Just stay away from doing it and you won't get scammed. Think of lotto as every man for himself. Its not a guaranteed investment. You and a teammate could snipe 100k and get 1 ticketed. Its too risky and is going to cause chaos to enforce a rule with so much room for error.
Explain why it would cost so much time. How would it be any worse than any other thing that is against the rules? It wouldn't be. Only reason it happens as much now is because there is no punishment, simple as that. If it was against the rules people wouldn't be doing it as much. Also, how would something be hard to enforce? It would be the same as any other agreement.
Take screenshots of agreement, payment, then if they win take screenshot of them winning, pretty simple. It would be easy to collect proof, and if some one makes a complaint without proof dismiss it, simple as that. They log off, lose connection, or anything of the sort why would it be any different than any other agreement in any way? No matter the winnings the percentage is what an agreement would be based on not a set amount. I say if they won't enforce lotto teams that do it in a way that would work and be easy to regulate, and this would not at all be hard to do if rules were implemented for such a thing, just make it against the rules outright so people know.
This simply isn't true. Not all computers have the power to record video while playing games. You can't assume ideal circumstances for everything.
I have already stated (even with you I believe) that if you can't record a video or get sufficient evidence then tough luck, much like everything else.
Tough luck is not a good approach with younger players. I'm sure if you were "lotto scammed" you would be more unhappy if you got scammed while lotto teaming was illegal than if it was legal.
You are saying tough luck already though. Video is not needed though screenshots would be plenty of proof.

So.. basically... make it illegal, but only the people who can collect video evidence will be able to get something done. Might as well keep it the way it is so it's at least just as unfair for everyone. It's better than telling some people to collect evidence they physically can't collect.
Everyone can get pics, video is not needed to prove this at all. I say if it isn't enforced make it out right illegal.
You can't /pay something who is offline. If you aren't online for an agreement that involves /pay then you don't miss the opportunity to collect the evidence because the transaction can't happen. Unlike lottery.
If they make an agreement, one gives the other some money, all before the other goes offline, then they can. As it stands now some one can trick a new player into giving them money to team in lotto and promise them lots of money if they win. Then the new player gives the other player a couple thousand, and then he goes offline instead of playing lotto. And it would be completely legal. It's complete bs something like this is legal.
