Yes but exp prices would drop there's good and bad to all the systems

if the 1.8 feature was kept then exp prices would drop and the lapis market would barely be hit by the change. With a fortune 3 it is very easy to get at least 6-8 lapis from a single ore. Thats almost 3 max enchants from a single ore.
If we go with andrews solution to the 1.8 feature the exp prices would either stay the same or rise. Lapis will not take a hit and still be around the same price. We would also be able to get specific enchants instead of getting crappy bane of arthropods or other bad enchants with 30 levels.
Im not sure which solution i like better, im leaning towards andrews solution, but i mainly posted this to solve the differences between the two when it comes to prices and the market. -

Why is it not possiable to have the existing enchanting system stay in place? It's fairly stable has room for profit and can be done anywhere not just spawn

Right now the pros / cons I can see are
1.8
Exp prices drop
Tool prices drop
Lapis may rise
Can be done anywhere
Signs / Andrew
Server controls exp price
Exp should be about the same
Forced to visit spawn exp store to enchant
Can easily get exact enchant you want
No profit in enchanting exp directly controls enchanting
1.7
Requires plug in / something
Exp / tools stay the same
Profit can be made in exp or enchanting
