Complaint: Not Completing Auction/False Auction

Additional Information: User began auction (even was warned for spamming it). I bid and user acknowledged my bid. There were no other public bids. After a few minutes of not seeing any updates I pm'd the user ingame asking him to continue the auction. I did not receive a reply. I then stated in auction that he needed to complete the auction. After a few moments, immediately one after another, the user stated there was a 3k bid and the auction was over. I then stated publicly that any pm bids were not allowed (even though I doubted the validity of the bid.) Even iEvolive stated in general chat that the auction seemed "dodgy". I then tried to pm the user, to be given a chance to purchase the items outright to avoid a complaint filed, but never received a response. The user then started another auction with no acknowledgement to any of my pm's.

Thank you for taking the time to make this complaint. Going on the evidence this auction does look like a case of auctioneer's remorse and that he has not received a bid he liked and made up his own. As you know the only bids that may be accepted have to be made through the auction channel and not via pm. This is this users first offense for this, the previous being for spamming and not relevant to this case.
This user shall receive a warning that auctions must be followed through with and to accept bids made in auction chat only as it is his first complaint for False Auctioning.
