Complaint: I bought when me and some friends were just moving to Cyclonecity (It was our second day on ECC) a lot
and I bought a perm from Stevowevo77. Stevowevo77 didn't know that the perm was changed from 3k to 1k if you own a plot.
So, I bought the perm plus the plot for 4K which should've been 2K. I saw later on the farm that it should've been 2K.
Well, I became pretty furious because I got scammed so I asked WeedRaccoon, a friend of mine, to talk with Topic about it. as i had to go. Topic agreed that Stevo scammed me, but it was by accident he said. Topic should've said that the price was changed. So, Topic took all the blame but now Topic won't pay me the money. He said it was my fault that I should've looked at the farm before I buyed it. Well, Weedraccoon thought it like this way; If I'd say to a newbie that a diamond would cost 10 K and I would sell it for 1 K to him I'd scam it, right? This is exactly what happened. Stevowevo said that the farm was worth 3K which was actually 1K. Isn't that the definition of scam? Now Topic claimed that he didn't have the 2K to pay me back. How is that even possible? You own a town with a portal but you don't have even 2K. For a mayor like him it is only a bit, for a builder like me it's plenty. Now, to shorten the story, Topicdogg scammed me, which is against the rules.

Additional Information: The price for the farm is now for free, but it was 1K for people who own a plot in Cyclonecity and 3k for people who don't.

In the original complaint you claim that Stevowevo77 sold you the plot and scammed you. Just because Topic owned the town doesn't mean that suddenly hes the one who scammed you, you can't transfer blame.
Even if Topic is taking the blame for something Stevo did, its is still Topic's town, and if he wants to pay you he can or not.
If anything your complaint should be with Stevowevo77 who overcharged you (which is still a huge grey area in my eyes). I can buy diamonds for 100 and then the price drops to 50 I don't get a rebate. Stevowevo77 "MIGHT" have scammed you if he knew the price had dropped and the price drop was posted plainly but just didn't tell you. But again your complaint should be against Stevo then.
It is Topics choice if he wishes to pay for the actions of Stevo or not, he doesn't have to.

I'm going to add here: Topic, you need to get the rules in your town straightened out and clear for everyone in your town, especially the ones regarding farm access. Clearly there's some communication errors going around regarding the farms and you should fix them to avoid anymore problems.
