    Additional Information: Apparently, he claims that he sent me $2100 and wants his money back. Stated in the rules, it is not illegal to keep money from someone who "accidently" sent it to you. I told this user to stop many times and he also sells in global that i'm mean. I will be doing /ignore in the future because he has annoyed me enough throughout the day.

    As this user appears to stop 2 messages after you told him to, it would not be very serious harassment. I will warn this user, however, and give him a refresher on the rules about the fact that you don't have to pay him back if he accidentally paid you.
