Anyways, as _TANSTAAFL just said; If he isn't supposed to be at the town, he will be banned. Since you said he stole from the town mayor at one point, tell the town mayor to prohibit him to enter the town. The mayor should message the Tycoon saying "Are you there" if he responds that he indeed is, then the mayor should say this, or something along these lines "Due to chest stealing from several town members, including myself, you are no longer welcome in my town, failure to do this will result in me (The town mayor) filling a complaint against you". Don't forget to tell him to take screen-shots of such. Once that is said, the Tycoon cannot step ONE foot inside the town, if he does, take a screen-shot extremely quickly and do not hesitate to file a complaint. Anyways, if I were you, I'd tag the town mayor to this post or /mail me In-game what his name is, so I can talk to him and tell him what to do. If you are offline and come online to stolen items, it does not matter if he stole from unlocked chests. You can ask a investigator to see who stole the items, if it was the same person who the mayor told not to step foot again in the town, then you ask the investigator to take screen-shots and ask the mayor to file a complaint. Once that is done, ask the investigator to put the screen-shots as a reply in the complaint and/or ask for them before hand and you put them there yourself and I can assure you that something bad will happen to him. I don't know if anyone is defending him on moral grounds. But, by the server rules, he can do it. However, I believe that glitching is against server rules. If you can catch him glitching and video it, you might have a case for that.
There was an old mod a few months ago who accidentally unlocked one of his chests, which happened to contain his melon sword. Someone came in and took it. Nothing was done about it. The chest was unlocked, by accident or not the rules state that unlocked chests are fair game. However griefing into homes to get to chests is not. I recommend that you file a complaint with evidence when this happens. Also remember that our logs do not go back forever so you have a limited amount of time to file a complaint.

You can post it but you will get in trouble, the mods will say "if you have a complaint take it to the right section and provide evidence" Then in a thread like this they will probably remove the post or edit the name out. you know because we gotta protect the image of the scumbags
There is a proper place for appeals and complaints, and as that section is open for all to read or search through, anyone's history on this server as far as trouble is concerned is an open book. There is no need to dredge it up elsewhere as that leads to arguements and flame wars, which are not needed or necessary in any section of the forum.
I still believe this kind of preferential treatment doesn't exist. At least not based on rank or donor status...
