This. We used to have trade signs instead of chest shops, so blue was mainly blocked so there wouldn't be any fake signs. Think this is the reason it is still blocked despite having chest shops now.
This is disabled due to a duplication bug. SA+ are allowed to use this colour on signs hence why you can see some on the server.
As stated above this is intended. The dark blue (&1) color isn’t permitted to be used for signs due to exploits.
