I think small animal farms should be allowed (say 10 animals per chunck). That should reintroduce animal farming without causing extreme lag.
Because it will cause lag. It doesn't matter how extreme it is. On ecc each player loads many chunks so if the limit was 10 per chunk then you're talking about hundreds of mobs in a loaded area. Allowing this would cause a whole mess of problems. Why should we allow mobs because one person wants to make a cake? Just buy it
It's not so much as making a cake as enabling all the features of the game. Animals would cause less of a lag than what the city teleports or even farms with water do.
The town portals and flowing water only cause client side lag. Mobs cause server side lag that would give everyone bad latency if many of them are loaded. Of course having all the vanilla features available would be great. However minecraft is far from perfect and enabling some of the vanilla features would cause major problems.
Then why not have a set portion in the world where there's a mob arena and animal spawners? I know that'd still cause lag, but maybe it would centralize it to only that area.
As far as I know entity lag spreads globally since it uses the server's CPU calculation possbilities which then lack at other places. Might be wrong though.
I'm not sure the benefits outweigh the cost. There are plenty of other ways to get the materials you ask for. MCMMO, kits, markets... what seems to be the problem?
