    Hey.

    A player i know is quitting ECC and is mayor rank. I was wondering if he could transfer title of the town to me and how that would affect my rank within ECC.

    The mayor would be able to add you as an owner of the town and you could technically "own" the town.

    However, this would not be officially recognized and would not affect your rank. As such you could not apply for town features for this town.
