I was able to replicate with the instruction @UnitedStates2 gave.
Type /buy.
Select a feature. I tried selecting a few different features in a few different categories and I got the same result.
After you have selected a feature and it gives you the link. Type something into chat, which isn't a command, and the message "Type /{{ENABLE_CHAT_COMMAND}} to turn you chat back on." appears.
