Instructions: Just grab a pair of shears, and chop some wool, and voila! infinite shears! *woot*
How many times did you recreate this bug?: Everytime! guaranteed!
Result: I saved tons on iron. And no shear usage/damge.
Expected Result: Shear usage/damage
Evidence: You need some shears. and some wool. yeah that's about it.
(haha I had fun making this. It was my first bug report)
***note: may or may not work on leaves, I haven't tested yet.

I can confirm it works on wool. I will try it on leaves momentarily.
Edit: Doesn't work on leaves. Even after being damaged it still was infinite to wool. -
I don't think this is a bug. The Shears wiki page says that Shears have infinite durability on wools and dead bushes.

I have notice this too my shears haven't took damage at all, and I used it almost 10 times no damage.
