Brief Description:
Have been unable to combine shears with silk touch book using an anvil or the command /anvil

Instructions:
Place shears in first slot, silk touch book in second slot.
Tried the book in the first slot and shears in second slot also.

How many times did you recreate this bug?:
10-12

Result:
Either nothing happens and I still have red X or:
This movement method is blocked. Please click and add.

Expected Result:
shears with silk touch ready to be collected.

Evidence:
I may just be an old man and forgot how to do this, however, a_man gave me the same instructions.

 

Oh my goodness, how am I supposed to keep up with all of this :)
