Oak Leaves have a lot of different meta values. Use /itemdb to which Oak Leaves you have.

Actual oak leaves have a meta data of zero, and that can be seen by typing "/itemdb 18:0". To put those leaves in a sign, you are going to have to use the item name of "18.4" for the "oak leaves" that you have, since they share names.
