I think /cpersist just stops the persisting, which means that it will still 'lock' for one more hit. I always try to take it off when I am down to one more lock needed because of this.
The non-error issue might be the real issue. -

As Emau stated, this is simply used to persist LWC commands. It is not actually locking anything itself, so much as ending your lock persistence. If you don't like it, you could always create a suggestion for it.

This is correct.
I might be able to poke Hidendra to change it to stop locking on /cpersist, but it's not needed really.
