    Instructions: Place any colored sign that faces North or South and the color will be darker. Signs facing East and West work just fine.

    Pretty sure this is a vanilla lighting bug. Try reporting it to Mojang?

    Confirmed it in Spigot 1.9 and Vanilla 1.9 a few weeks ago. It appears to be a vanilla one - especially because I remember this bug in a 1.8 vanilla world from 2015.

    Lighting issue as 314 said, oh, also, arrows are glow in the dark apparently.
