Brief Description:

When sending messages with color codes while on a cooldown, the messages still go through and aren't blocked.

Instructions:

1. Use a color code in chat.
2. Use another color code in chat.
3. The 2nd message still goes through.

Result:

Message with color codes still goes through, even if you are on a cooldown.

Expected Result:

The message should be blocked if you are on a cooldown for color codes.

It wasn't blocking color chat during the cooldown in lobby. It is all working properly now.
