When in a forum PM you can create blank messages.

Instructions:
1. Quote a post and put the quote in a form convo
2. Instead of having the quoted post actually have content in it, get rid of the text its quoting.
3. Post it in the forum convo.

Result:
You posting a blank message.

Expected Result:
A message poping up saying that you need to post a valid message like it does in public forum threads.
