I would also like to state that on vmr mobs such as skeles and zombies are darting in and out walls (like enderman move) and are near impossible to hit.
I also had this problem in the mining world. Hostile mobs such as silverfish and spiders were acting very strange (glued to one spot then moving crazy fast all of a sudden) and I couldnt hit them.
Paper recently broke players and animals: https://github.com/PaperMC/Paper/issues/1784 I have reverted the build and it should now be functional again. I will not be updating paper until we see a fix for this Please confirm things are now fine on the server.
I can confirm that skeles in vmr have returned to their normal "mean" behavior and don't seem infected with enderman cooties anymore Thank you for your prompt attention to this.
