Do it out of a set of blocks. Example a Nether Town. would have Lava replacing the water. netherrack covering the majority of the landscape. Trees or NPC villages made out of nbrick, soulsand and glowstone. Could have some Quartz Ore dotted throughout the landscape too. Example of a SeaTample Town. Water would stay as water. Prismarine covering majority of landscape, Trees and NPC Villages made out of Prismarine Brick, Dark Prismarine or Sea Lanterns. Could have random ORe dotted on the landscape too. Example of a End Town. Water would be sponged out. Endstone covering majority of landscape. Trees and NPC Villages made out of Endstone Brick, Purpur and End Rods. All three examples have pretty much a cheap base material high a high end material for the detail

Call me back when you have one, then I'll consider putting that much effort in. There's only 1 thing I've done on ECC that was more tediously, time consumingly painstaking than carefully removing the top layer of terrain and replacing it with redstone, and that was moving spawn-town portals from one portal room to another. So glad portals are gone for staffs sake.
Good point. I hereby propose a new medal: Wacky town-filler. You've got to completely fill with some gem block, bedrock to sky, a 200x200 town that you (and only you) own, and then apply for the medal: staff (maybe only GAs, idk) will then check and confirm that you indeed filled the whole volume, and you will be permanently removed from the owners of the town, that will be made unclaimable and therefore unalterable/unlootable until the End of the Universe. The town's name and coords will also be added to some hall of fame and shit. Unless such a medal (see above) is actually established, I don't think I would ever do anything like that, I was just being fakely dismissive. And even if such a medal actually came into existence... 138Mil for a medal? It would literally take a whole human lifetime to gather all those resources, no thanks
@Skylexia, if I wasn't clear enough: I wasn't being truly dismissive. 138Mil is a lot, and even if one wanted to "hack" the system and use irl money to save time and buy the blocks from players, it would still be a crazy endeavor. And I can imagine how tedious it must have been to just replace the first layer.
