I believe this is a feature that needs implanting.
Day on day I see multiple people making multiple ban appeals once they're denied. I believe that after one Ban Appeal is denied, they must wait two days prior to posting a new one. Now, what's the purpose of this? It would lead to users putting forth more effort in their appeals, knowing that if they make mistakes, could lead to them having to wait two days.
It would also clean out the amount of spam in the Ban Appeals section, and it won't be as confusing to the Moderators. Instead of the Moderators posting in multiple appeals asking to put more effort, they can simply say 'Denied, please wait two days prior to re-posting an appeal'. It could be automated, that whenever there isn't enough effort in an appeal, and it's denied, they automatically have too wait two days prior to re-posting a new Appeal.
Or finally, there's the option of 'Moderators discretion' if they should be allowed or able to post another Appeal within the same two days of the first.
This will also bring up the ability of Moderators being able to properly discuss a Ban Appeal, for example, Joe makes a Ban Appeal, it gets denied, and he's told to create a new one in two days. The Moderators then could make a thread in the Moderators section, properly discussing the ban appeal, why it was denied, what will happen with his next one, etc etc. Being a previous staff members, I know there wasn't much discussion regarding Ban Appeals, it was more of a... Race. Not saying the race wasn't done well, but it's better to run a Marathon, not a race. :p

I like the whole idea on ban appeals being timed, I do somewhat think that 48 hours is to long, I would say that 12-24 hours is plenty of time. We would have to find a forum plugin to get this to work, and even then we would have to make a section dedicated just to ban appeals, seeing as the plugin would block out all posts in the thread. This means if a user wants to post a complaint, he wouldnt be able to seeing as it would block him out of the thread. I like the idea, we would just have to change the ways we run things a bit.

I like this idea, but I think some improvement is needed.
The time-out you suggest is way too long, as peanut butter said, it should be 12-24 hours.
I would also make it so that people have two chances to do their appeal right, and if they don't listen after that then we'll flat out deny any appeal from him in the 24 hours after that, which is difficult to actually do, seeing as it requires some kind of system or plugin, which is simply not worth it.-

I'm looking for some type of ban system for only a specific forum board. I don't want to ban someone from the entire forum for X amount of hours. I have yet to find one.
I like Kuke's idea of only 2 chances, and then a 24 hour time out. This would help users put together a decent appeal.
When a user's appeal get denied for lack of effort a second time, I try to "nudge" them in the right direction instead of replying with "Please appeal with more effort. Locked." This can be frustrating after 3 or 4 times of writing out incorrect appeals, and they need to know who to write out good looking appeals. -
It doesn't have to be a forum plugin technically. We could just have the Moderators have a section in the Mod forums, and each time a users appeal is denied, they're put on a 'Temp-Appeal ban' list. Once there time is up, they may re-appeal. But at the same time, this could be confusing to many, and our current system is fine, hence using it for so long, and not many issues arising.

This is a good idea, as i read ban appeals, and i see people not putting effort, and then it gets denied and locked. 5 minutes later, the same user posts a appeal and it gets denied due to lack of effort. If it were that it would be a temp ban and users would take more time on appeals, and then SAVING moderators time!
