I paid for the water feature, and set up dispensers with buckets in the corners of every floor of my wheat farm so the whole thing can be harvested with the press of a button. (Replanting is still a b*%!$ though...) My question is, since I placed these dispensers, will other users who i give permissions to my farm be able to use the harvest button, or only those who also have the water donation feature as well?

Everyone could use the button. You could lock the button though, like any other item, chest, door, etc, you just need to flag red stone on, which I forget the command. Ask in chat, and you could find out

i thought you could lock it with /lock and the flag setting was that only members of your town could press it IF it was unlocked.

There are two types of flags being talked about here: lock flags and region flags.
Region flags pertain to the town, and this case that is the use flag, which determines if non-region members could use the button, among other things.
Lock flags are specific to each lock, and by default the redstone flag is set to off due to the nature of redstone and how it can contradict the lock in certain cases. If the button is locked, the redstone flag needs to be enabled, or the button could not be pushed, regardless of who is trying.
As to enable the redstone flag for users that do not know, "/lwc flag redstone on" is the full syntax, or a shorter alias is "/credstone on" .
