The rule broken is as follows:

Now, your ban is for Moderate Grief. This means it was pretty bad. I would like you to consider the fact that grief in a protected town is not acceptable. The mayor of that town has paid at least 85k to protect that land and was nice enough to give you perms. Griefing is not tolerable.

As a resident, you were suppose to have read the server rules already and thus should know what you did was wrong. I would like you to reappeal with a lot more effort than I see here. When it comes to more effort I would like an apology to the person you griefed alongside an understand that what you did was wrong and is not okay.
