Because it gets annoying to wait for a min to do /wild. If you are looking for a specific biome and you do /wild, and it goes to a different biome, you are now stuck there for a while.Other information:

/rtp is really only a problem upon monthly reset when new chunks being loaded by mass slows down the server. Even then, you'd be a [mod edit] if you purposefully abused a command to slow down the server like this.
Can't think of any reason other than the above where this could be a bad thing, but the QoL benefit is tremendous.

+1 I was under the assumption that the worlds were pregenned, if so I don't see why 10-15 secs CD would be terrible.
