If a pet has the ability to sit, such as a Panda, you can already do this: If you are asking to keep pets standing still while you roam around the world, this will not happen. This requires storing entity information in a database for unloaded chunks, and several other implications. Far too big of a request. Simply not worth the effort nor the amount of complications/etc.
