Make magic shears accessible 24/7, not just on magic day​

Why is this a good addition for EcoCityCraft?:

Let's be honest, magic shears are complete shit; they are the worst magic tool we have. Nobody uses the shears during magic day unless they need wool for builds or honeycombs for the decorative blocks. Literally, they have no major economic impact and are mostly used to gather blocks for builds.

Yes, this might impact the wool market, but who really cares tbh.​

According to @nejcgg and @da_Hutao , magic shears can make roughly 100k off bee farming, and that a use was making 250k-300k/hr with magic shears at one point. Whether this is accurate information or not, still worth noting.

If this is the case, then deny this suggestion. We don't need a tool that makes that much 24/7. Thanks for telling us guys
