Magic Pick L3​

What are you suggesting:

Adding a magic pick L3 :
* ECC pick + magic pick L2 (so it has fortune 4, xp x3, fortune on iron, gold and emerald)
* 10% chance of having twice the loot when fortuning an ore (so 10% chance of getting 12 iron, emeralds, gold, or 2x diamond, redstone, lapis, quartz etc.)​

Why is this a good addition for EcoCityCraft?:

Few reasons :
* It won't be gamebreaker, it will only make a bit more than the normal magic pick (it won't even match the L3 rod actually)
* depends on tastes, but mining isn't like mob grinding or crop farming (where it is kinda tryhard), cuz it is more about exploring etc. So it diversifies activities (personal preference I confess)
* The concept of L3 tools is very interesting, and I think it really suits mining mechanics​

Other information:

I said 10% chance knowing this is quite low, but this way it won't be op at all. But you can higher this if you wanna make a competitive tool​
