You know i can think of one issue, eventually all the l3 tools in circulation could make their price shoot down while the l1 or l2 tools would still be high resulting in inbalance in the pricing unless theres a chance that the magictools upgraded will fail and break the upgrade items

I wish this was done in beginning. It would be awesome to see something like, "Efficiency 4 + Efficiency 4 = Efficiency 5," where a Magic Rod would be upgraded as followed, "Star Rod + Star Rod = Level 1 , Level 1 + Level 1 = Level 2, and Level 2 + Level 2 = Level 3."

We will not be creating such an anvil.
This is far too OP for those who have a large amount of low level tools.
Furthermore it completely takes away from the Wizard feature.
