Unless such a change was retained in the private staff guidelines, the actual rule that was implemented regarding that was reversed after a few days and no longer exists in the current rules (which still just mention one message per five minutes).

Trade chat is spammy enough as it is. Use short, snappy ads which you can fit into one chat message. Problem solved. 5 minutes really isn't that long to wait. It would create more and more confusion for new players. -

The rule used to be 2 ads per 5 minutes years ago, until Mojang made it possible to use 256 characters in a message, doubling what used to be I believe a 128 characther limit per message.
We've kept it this way since, with the re-emergence of macros being used to automate trade ads, as well as the consistent use of patron colors, ads are quite in your face already and we seriously don't need more of them.
We won't be making this rule change.-
