Allow water-flow & lava-flow region flag​

What are you suggesting:

Allow us to toggle water-flow and lava-flow flags within our towns​

Why is this a good addition for EcoCityCraft?:

If I am reading these flags correctly, it allows water and lava to not flow from its source block. If we can toggle these, it could allow some creative builds as well as functionality. It can also help people to not destroy shit when placing these down as well as potentially stop some griefing opportunities​
