-1, too trolly, and too much of a risk of killing players. New users especially wouldn't like getting suddenly attacked by a dragon at spawn.
I personally would use this to spawn kill every new player that joins the server and laugh at them in global chat as they keep trying to respawn until I eventually get banned. -1 as I don't want banned again
