A Safer Fly-Deny flag for TC​

What are you suggesting:

So there are several complications with the fly-deny flag as it is.
There are also very easy workarounds to the flag, making it essentially ineffective when you wish to be effective.

I am suggesting that we have a custom flag made that works similar to how the vanish and disguised flags work.
The flag will prevent(or allow by group) users from entering the town with fly enabled, can be used to target groups. They would need to disable /fly with the command on their own before they can enter the town.
If you only wanted owners to be able to fly in a town, you would use say /rg flag <townname> fly-entry -g non_owners deny
I also think the flag should also block a user from using the /fly command in the town as part of the flag's workings.
Also if a user encounters a region with this flag it does NOT disable their fly and make them fall, it simply does not allow entry if their player status has fly enabled.

I also think there should be a fly-entry-message as well, so users may add a message that tells the entering user that they may not enter the town with /fly on.​

Why is this a good addition for EcoCityCraft?:

I think this is a safer way to implement a no-fly feature for TC users for events, town atmosphere/experience and allow users to implement fair-game solutions for pvp arenas and events for their own use.

I also think it won't accidently kill users, and it will prevent users from getting around the current blanket no-fly flag it by switching servers.
There may be other complications I haven't thought of, but I do wonder if this might work instead of allowing the general fly flag for general use which is dangerous for users.​
