    I was wondering if it is legal to use sponges under my city? My city is in the middle of the ocean and I would like to go under the entire thing and remove all the water. I know in the rules it says not to grief with them, and this I guess could be considered griefing if it was done in the wild. And I also know that griefing with water after you donated for it, can get it taken away. So yea, am I allowed to do this to my own city? ( I do understand there will be a gigantic crater under it, lol)

    yes. it is your city and therefore you have the right to do anything to it within some limits

    It is totally legal. That's why they were introduced into ECC, to make life easier.
