For some reason I was under the impression I had already thrown my hat into the ring. I think we are doing just fine with the time period. Any shorter and players who had to go somewhere for a short time but haven't forgotten about ECC will be upset. Further, there will be plenty of land in the new world so just smile and wait for that as well considering this is really about helping redistribute land that hasn't been used in a long time or will never be used again.
Personally I say we should be happy that town claiming is allowed by andrew, and the time is perfect.
